Well, I think Nicole and Denise both ought to get raises.
I could go with the "tone of the story" argument, on grounds that if the story's actually about a question -- as very few should be -- a question hed might be appropriate. (Paper or plastic? Boxers or briefs, Mr. President? Stay or go?) And "Did you see it?" is a nice touch.
The trouble is with questions on stories that are about assertions. They're almost always either irrelevant -- "Is N. Korea nuclear?" could have appeared anytime over the past seven years; why is on the front today? -- or dishonest. If the story's about a study that finds that a new asthma treatment doesn't work, write a hed that reflects the story. You're the one with the information. Don't ask me (DOES ASTHMA TREATMENT WORK?), tell me.
And on crime stories -- "Was grudge factor in death?" -- it's inexcusable. Grr.
